بنام خدا اصطلاحات رایج در مدیریت بحران Risk The probability of harmful consequences, or expected losses (deaths, injuries, property, livelihoods, economic activity disrupted or environment damaged) resulting from interactions between natural or human-induced hazards and vulnerable conditions.
Conventionally risk is expressed by the notation
احتمال بروز عواقب مضر، شامل ضررهای احتمالی بصورت مرگ ، جراحات ، ورشکستگی اقتصادی ، خسارات وارده به محیط زیست ناشی از تعاملات بین خطرات حوادث طبیعی یا مصنوعی توسط بشر. Vulnerability The conditions determined by physical, social, economic, and environmental factors or processes, which increase the susceptibility of a community to the impact of hazards. For positive factors, which increase the ability of people to cope with hazards, see definition of capacity.
شرایطی که توسط عوامل محیطی ،اقتصادی ، اجتماعی ، فیزیکی تعیین می شود که این امر آسیب پذیری جامعه درمقابل اثرات و نتایج خطرات را افزایش می دهد. درخصوص عوامل مثبت که توانایی افراد را درمقابله با خطرات افزایش می دهند. Hazard A threatening event, or the probability of occurrence of a potentially damaging phenomenon within a given time period and area.

حادثه تهدید کننده یا احتمال وقوع پدیده خسارت بار در یک زمان و مکان معین Capacity A combination of all the strengths and resources available within a community, society or organization that can reduce the level of risk, or the effects of a disaster.
مجموعه ای ازنیروها ومنابع قابل دسترس برای مردم جامعه و سازمانها که می تواند میزان خطر را کاهش داده یا در بحران تأثیرگذار باشد . فرمول محاسبه ریسک Risk = Hazards x Vulnerability.

Casualty A person injured and needing medical treatment or killed because of man-made or natural disasters.


فردی که به علت عوامل انسانی یا طبیعی کشته میشود و یا مجروح گشته ونیاز به اقدامات درمانی دارد. Disaster حادثه خطرناکی که سبب خسارات عمده انسانی و اقتصادی و پاسخ به بحران از جانب هر واحدی مانند سازمان آتش نشانی یا پلیس و یا اورژانس گردد. در معنای قانونی ، امداد ضمن یک حادثه نیازمند منابعی فرای امکانات محلی موجود است .
